HELP NEEDED

hi , 

i am planning to buid a lvs ... the following diagram descirbes the scenario




cluster A ------- VPN Gateway A - - -   INTERNET  -------- VPN Gateway B -------Cluster B


in the Above diagram the two culsters will be connected to each other via a VPN tunnel ..each cluster on the either side is connected to  clients in their respective networks  ... is it possible that   clients at the B end can get connected to the gateway B and they are automaticaly directed to cluster A in case if the cluster B fails ? is it possible to connect 2 or more lvs clusters via a VPN as shown above ? if yes then how it is possible ? will ther be a heavy load at the vpn gateways ? if yes then how one can load balance this heavy load ? will the latency increase ? how can one do loadbalancing in situation where the two machines A and B are georaphicaly seperated in placed in diffrent region?
