ipvsadm problem

hi , am new to the LVS and it seems that am facing a problem.
am using redhat AS 4 , kernel 2.6.9 .
am using the ultra monkey to configure the load balance with high 
availability on 2 servers ...
it seems that everything is working fine except one thing .
i have 2 server , server X , and server Y.
server X is the default director " first director " , and any request to the 
virtual IP is handeled by server X , it is not forwarding to server Y .
after checking the ipvsadm -L -n , the results are
-> RemoteAddress:Port           Forward Weight ActiveConn InActConn
TCP  10.0.0.210:80 rr
  -> 10.0.0.199:80                Route   0      0          0
  -> 10.0.0.254:80                Local   0      0          0
  -> 127.0.0.1:80                 Local   1      0          0

and i changed the packet forwarding to 1 , but its not working , any idea 
how to fix that?
