Apache + MySQL solution for online tests!!

I agree with the others. We use MySQL quite extensively for a medical
application in 20+ geographical locations. The kind of behavior you're
describing points to a software design flaw or hardware problem. You
really NEED to solve that problem before you throw load-balancing at it.
