Let's see - you have one LVS all in one spot; you have
clients at several sites; clients at two sites are producing
the fin_wait problem - these two sites have cisco gear (or
have something other than cicso gear - I can't tell which
from the posting); clients elsewhere are not having
problems.
If so, thanks to manufacturer's of hardware that
deliberately breaks the IETF protocols (in order to better
serve you) we have a special section of the HOWTO -

Yours is a new problem, I'm sorry to say. Hope you can find
a solution. Let us know how you handle it
