LVS vs HA Proxy

If my need is :

1. DNS load balancing (RR)
2. IP hash based load balancing

LVS is recommended?

in fact, I think a modern server (e.g. P4 2.8GHZ, 512 MB RAM) is
already able to saturated 100MBPS running HA proxy?
