LVS DR setup unable to connect with a windows 2003 webserver, but works fine with linux machine

Yes in the config of keepalived, you need specify weight 1 as the same 
of the other machine.

Also you can try to config IP of the Loopback adapter and the metric. 
The netmask can be 255.255.255.0. Test this option.
